I'm not sure what "very strong" means, is it referring to the amount of money in which case I'd assume it would read better with a "Low to mid $$$$$" , or the quality of the lead that the enquiry came from, which would mean the feed is manual rather than automated as it would require either an opinion/assessment, or other data such as the enquiring email address has previously made confirmed purchases.
Either way looks like a junk enquiry to me, not surprising anyone there I guess.

Yes this looks like a spam enquiry. If a person wants to set up a new email and verify and make an offer that is within the parameters then is difficulty to control.
Anyone found manipulating the system to create fake offers will be banned and their details published publicly on every domain site on the Internet.
