David Hogan (Devaid) Caught this for us today.

22,000 exact searches CPC of £11.29 and HIGH competition

Traffic Estimator says that position 1 on Adwords will cost you over £2000 / day with a cost of £36 per click!!!

Now, we think we can rank for that keyword (top 5) in around 12 - 18 months. Assuming that is right, would you recommend developing the site or selling the domain?

I should add that we don’t have any experience in this niche at all so selling is more attractive in which case, approx. value would be great.

You could setup a hosting review/comparison website or something? I know there are plenty that are earning enough through web hosting affiliate programs.
I can't think of any other use simply because it would be difficult for someone to setup a business around a .org.uk domain.

Taking all this into consideration I think it would be worth £xxx.
 
36 a click that’s higher than most charge for hosting … … Its an extremely competitive market it would take a gargantuan effort to list top five… if you can do it there be no need to sell it. But you could put in a lot of effort and get know where… Maybe the registrant and private catchers thought the same (being hyphenated and a org’uk would put many off) good luck if you go development and think you'll easy enough find a buyer otherwise but org and - aren't exactly flav of the month

If I did not care about the domain, I think we could have ranked in the top 10 in about 6 months but if we do it the right way, I am very confident we can have a solid result in around 16 months. Is it worth it though?

I think you'll find it a lot harder to rank well than you think.
 
Unlike most people (you included!), I've got nothing against hyphens. I also don't hate on org uks like most. Hyphenated org uks though, unless it's a MASSIVE keyword, I would steer clear of. Undeveloped, I personally wouldn't pay much for it although some others obviously would. If you can get it ranking though then quids in, but I agree with Blossom, this will be a huge task.
 
I can't see much value in this myself.

Like Marcus I've got nothing against hyphens, but the term is so competitive I don't think you have a chance of ranking 1st page, yet alone top 5 or top 3.

As a developer, I'd also look at it from a risk-reward scenario. The time and effort that would need to be put into a good SEO campaign would probably be undone by a future Google update it's that competitive. As such, I'd have to value the domain on it's own, which is probably low $xxx.
