Why so many .uk domains without name servers?

Am I missing something but during the .uk RoR week I am coming across so many domains registered with different registrars which have no NS?

Example here: penny.co.uk / penny.uk

Because people have registered them but don't intend to use them yet?

I wasn't aware that domains could be created without NS I thought it threw an EPP error.

No, domains can be registered without nameservers. Don't really want them there at the point of catching.
