That is a completely ujustifiable amount of money every year. This is fraud. Pure and simple.

Run the site by all means, but there's not £35m worth there is there?

It's a government site. Every step in the generation of it has to be quality assured, and also vetted to check that it adheres to guidelines.

The design has to go all over the place to be approved.

Every line of the code has to be counterchecked independently, then assessed, before it goes live. It all has to be right first time, the site has to be hacker resistant, and the hosting is usually subbed out to the RAF. Domainseller says he can do it cheaper, but does that include the barbledy wire fence and the squaddies with machine guns at the gates?

Say the words Quality Assured, and costs will be tripled - say government, and the Civil Service has to be involved ...

As much as recessions aren't good, I'm enjoying this one. It will be funny watching these people hit the job market. Even though they have just frozen my armed forces pay for 2 years.

The faster this coalition dismantle these frauds, the better.
