That's a bit of a general question isn't it? It depends entirely on the type of business and what deal you're being offered.

There are some types of businesses that have been particularly hard hit by the recession and I wouldn't fancy buying one of those at the moment.

Though to concentrate on a particular part of the question, a recession is always a good time to buy assets, they will be discounted.

If the business has survived this far into the recession then there shouldn't be too many nasty shocks to come. The fact that there is a recession is not a reason in itself not to buy.

There may be a thousand other reasons not to buy it of course.
