In the situation, where you have difference people with the .co.uk and .uk, could it just come down to price, when an end-user decides which to buy?
If the .co.uk is half the price of the .uk, then will the buyer really care which they are buying?
It's only going to effect a relatively small number at the moment, but it certainly adds some more competition to the marketplace.

I guess it depends how much you really care about the name? For my business name or any brand you'd be mental to only take one of them. For keyword/SEO plays then sure, go with whichever is cheapest (providing .uk start ranking)
