You have to be fair though, its a perfectly functional website and they don't value the internet as highly as we all do.
They probably gave their spanish representative a tiny budget to work with and he used it pretty efficiently, hes even managed to drum up a whole load of backlinks.
At least they didn't steal more money from their poor citizens to pay $xxx,xxx for a website like some governments do!
