I've got a domain that I've leased to a third party. I've changed the name servers for him in my Nominet control panel, but he also wants to add a CNAME record.

Is there a way to do this from the Nominet control panel? If so, how? If not, what's the best way of doing this - move the domain to a registrar that offers this service? If so, which registrar?

If you've changed the nameservers for him and it's not going to your own servers or hosting you cannot do anything with a cname record. It will have to be set at the place where the nameservers point to. If however it is your hosting that the nameservers point to you can edit the dns entry and add it at your end.
 
Nothing you can do then. He has control over the dns at server level - he just needs to add in a cname record if he wishes. If he has no control over the dns (eg if he is not the webhost) then it is up to the server owner to do it.
