.com transfer

Was looking to buy a .com which is currently with Easyspace and the owner says he cant see how to transfer it in his control panel. Any ideas how this works? I read somewhere that the seller needs to fax easyspace to tell them to transfer the domain? is that so?

Thans Grant, found something similar which says you have to unlock the domain in order to transfer but it sounds like easyspace charge you £15 to transfer away which is a bit of a rip off in my opinion.
