.COM transfers

I have a small problem. I purchased a .com from someone that was only registered on 1st June. Now I am told that the domain cannot be transferred until 60 days time. Is that from registrar to registrar or owner to owner ?. Any ways around this so I have control of the domain ?.

registrar to registrar. You should be able to swap it to a new account within the same registrar though - I've done it before

And the Registrant details and Nameservers can be changed in the meantime.

Thanks to both replies and in fact to Jonathan who also told me same. Now the question is,does anyone know anything about bizcn.com as that is whom it is registered with at the moment ?. Perhaps they are reseller, but all in Chinese so hard to know,

Forgive me if I'm teaching granny to suck eggs now, but I presume you've done a whois at http://www.networksolutions.com/whois/index.jsp to get all their contact details?

They're an ICANN accredited registrar:
http://www.webhosting.info/registrars/reports/total_domains/BIZCN.COM

No problem DG, there are lots of entries on google for them - but be careful because I've just tried to have a look at (presumably, "their") site at bizcn.cn and my Webroot Spy Sweeper has blocked me from entering.
