Doesn't contacting domain owners alert them that their domain is dropping, something they might not have known, and make it much more likely they will renew?.

Had much success in the past from contacting site owners?.
I think it's worth a try. Sometimes they might be releasing it because they just don't want it any more, and sell to you at a low-ish price.
Having said that, I enquired about a domain recently, that was marked as 'No Longer Required' and set to drop in the next couple of months. I contacted them and had a response back saying "It was a mistake.". To the point, blunt, and fairly rude. So you win some, and you lose some!
However, my experience is v. limited!

No I'm not a catcher, I've bought a few after contacting the owner instead of them letting the name drop but it doesn't often happen.
The name has been renewed!
