Silly question, but why does a 'traveller' need to build a fixed home? There's sound bites and quotes suggesting they have nowhere to go. If this is so, doesn't this make them a resident and under the local planning law the same as any other resident?
Travellers used to have the right to travel and pitch where they chose, but the previous conservative government* stripped those rights away and forced them to settle, or to move between a limited number of fixed sites.
