As far as I know they haven't shut anyone down, they have merely threatened to remove licenses and then possible legal action if websites don't take action. That action could be anything from redesign, rewording, shut down, it could be anything.

I think a lot of hot air in my opinion, although it's right if they are trying to confuse people that they are shut down. But I doubt this government will do anything, they rarely do.

Seems fair enough ? A quick google on related terms pulls up a few very 'official' sounding companies :)
 
Think they were saying it's people with domain names similar to Citizens Advice Bureau, CAB, CCCS, National DebtHelpline and who make their sites then look like it's one of those charities.

Citizens Advice Bureau is very commonly misspelled too. Advise, Bureaux etc
