ISP as the owner and auth contact on a domain

Hi guys,

I've just tried to create a SSL certificate for one of our customers and I've noticed that their hosting company have registered themselves as both the owner and all the contacts on the domain..

This makes generating a certificate nearly impossible, but is this actually legal?

Surely they should have put the actual owner of the domain as the registrant and admin contact for the domain...
 
Do your clients know the hosting company personally or were they the original designers etc?

I have seen loads of domains which were registered on behalf of a company but in the name of the person who registered it.
