I think you are looking at broad searches, there are 170 exact match searches. Nevertheless it could be developed into a nice site, I would say possibly low £xxx.

You have the Google keyword tool set to "broad" for the match type, you need to set it to "exact" for .UK domains, the results then show the exacts as:

living in manchester = 170
living in liverpool = 91
