They supply B/W to alot of folks and alot of server farms, more likely its one of there redistributors. Just turn of the ports you dont need.

I would suspect it is more likely that someone has compromised a machine on the edge of their network and is using that for malicious purposes.

or alternatively buy a firewall as this will also protect you against some attacks on the ports you need to leave open.
