I'm currently making a basic site to list all of my domains on, and as well as make offer or buy now sales, I'd like to offer an option for lease to own.

My question is, if I lease a domain, is it a simple matter of me changing the nameservers to the buyers web host, so that they can use the add on domain function in their web hosting control panel, and then make their site and set up email addresses etc?

It doesn't matter to you how they set everything up. Once you change the nameservers to their choice they will take it from there. They just need to tell you the nameservers and your job is done. Different control panels will be used by different hosts - some might just want to use their own vps etc or even do a redirect. There isn't one-size-fits-all web hosting settings.

If they're not UK domains you can always change A records and DNS settings as requested if they don't want to actually use the domain nameservers. If they're UK domains they will need to point them somewhere first and do that themselves. I wouldn't get too hung up about it as you can easily accommodate any requests.
