Remove the reply box if you can't reply?

Not a major issue, but I just wrote out a long reply on a forum that I didn't realise my post count was preventing me from posting in. It might make sense to remove the reply box rather than have people waste time - I just assumed with it being there I'd have been able to post, never even entered my head to check.
