I'm getting a quote on Scriptlance, the cheapest so far involves a template base called smarty. Should I steer clear or is it a viable option? The project's process involves polls, profile creation, user interaction.

He's a php coder and I think it's some kind of php templating system.

Yes it's big and complex, but it's immensely powerful.

Great for making it really simple to make different components of the same website have the same look and feel - great for tying together different pieces of open source software and making something that's bigger than the sum of its parts.
 
Smarty is the most well known php template system and its been around forever. You cant go wrong with it.
 
Thanks, I'll see how the bidding goes, they're unrated so I need to be careful.

I keep getting projects done, this will be the 4th in two years, the others are just sitting there half finished or unworkable or just a part of a bigger picture, hopefully I'll use this one, it's simple enough. I've got three others I want to get done as well. I'm the opposite of google. 10% in work, 90% ideas - it does my head in.
 
i use it for most, if not all of my php projects.

once you have used it once, php development will never be the same, and you'll kick yourself as to why you haven't discovered it sooner :)

I can see the advantages of smarty but I tend to stay clear of it (unless clients ask me to use it). You can do everything smarty can do with php tagging such as those used in Joomla templates and it doesn't have the huge overhead of a smarty type engine.
If you need rapid development and don't have a busy site (or you use powerful servers) smarty is a good choice.
 
What CMS system is there that is less server-hungry than Smarty? (I have looked at Mambo and Pmachine, but sites using these seem to take ages to load.)

This is the problem with CMS implementations. The more user intuitive they are made, the more bloated they are.
Take a look at OpenSourceCMS. Try a few out and try a few out to see which has the best balance for you.
