my much loved 2.5 litre petrol volvo estate from '93 is causing me some probs

see the pipe on far right near bottom, held at both ends by jubilee clips , is ribbed
is that an air intake?
what's it's proper name? that part
its been split in a few places for ages but just taped up and was fine but tape is off and has been stuttering and having to bump start
I need to buy one from local spares shop tomorrow anyway so want to look knowledgable as last time I was in there 18 months ago I didn't know my regplate or model name to tell him lol
thought was battery as started fine the next day, but a short journey put it back to square one, battery is only 18 months old and had a few recent good runouts
right, so its not ignition coil, not starter motor could it be the split pipe is not helping and possibly alternator?
or is it like everything these days? batteries only last 18 months when used to last double
any help is greatly appreciated.
had a mare tonight, luckily pushed into a space at supermarket and where I live it wont be clamped or ticketed like in London
