I agree. Nominet's mishandling of direct.uk is the black swan event that sabotaged what I saw as a "sure thing" (growth in the UK domain market). This accelerating downward trend is 100% of their own making.

I think it was already happening. Renewal rates were falling for several months before now and new registrations were starting on a downward trend. The stats in your link pre-date the announcement I think.
 
There's a difference between lower growth and an out and out reduction. I believe Nominet's mindblowingly inept meddling may now cause the latter.

I'm pretty sure there would have been contraction anyway. Over a 2-year cycle renewals represent at least 60 per cent of registrations, this means that a fall in renewal rates has a bigger impact than a fall in new registrations. Renewal rates looked like they were falling quickly already before the announcement.

Does anyone have a link to where it explains what will happen to .uk domains when they expire?

From the consultation document, p13 (buried in the middle of the last paragraph on that page):

We are also of the view that it is important to maintain the high value and usage of the service by releasing domains that have expired (i.e. not renewed by the registrant) in a similar fashion to the launch release mechanisms. This would involve the suspension of expired domains and the regular publication of a list of the expired domains. A sunrise process would then be initiated to enable rights-holders to have first priority to those expired domains, followed by landrush and general availability phases where any validated rights have not been taken up, under the same rules of the initial release. Domains that have not been applied for and registered during the first three phases of Registered Rights, Unregistered Rights or the Landrush phases would be deleted and become generally available on a first-come, first-served basis.

If I understand that correctly, TM holders would get another bite of the cherry, followed by *.uk domain holders, then anyone else, while Nominet coins it with auctions, auctions, auctions galore.

Smart if you're Nominet. Means more registrations, and more auctions.

Basically, every single aspect of the proposal is engineered to wring maximum revenue out of UK businesses.
