I have asked two questions via the Q&A :

With the research results showing 60% of those surveyed would like a more secure internet/domain name space - how many total responses to the survey were actually sent out / received? And who were they (companies, individuals, government departments?)

Then just now - an add on :

Can we see a copy of the market research that went out to the 450 businesses... ?

The way I hear it is that the survey revealed that participants wanted a secure domain product. That doesn't mean then to open up the second level. The market research has no bearing.
 
As a secondary issue, Nominet's proposal doesn't provide the security they claim it will - but it WILL increase phishing, customer confusion and misdirected emails. So their survey is irrelevant.
