As far as I'm aware, it comes down to whether you are offering loans as an FSA licensed site. I think that if you just have an aff payday loan site that passes on leads to others who process them, then you don't need to be licensed by the FSA, only the company processing the loan applications has to be.
That's to the best of my knowledge on a subject I know little about, and have only read a small amount about it.
Under Rule 4.4 http://www.nominet.org.uk/uk-domain-names/registering-uk-domain/choosing-domain-name/rules "... we do set out certain intentions regarding the class of applicant or use of registrations of the [.co.uk or .org.uk] Domain Name which we assume you will comply with when applying for a registration of a Domain Name within an Open SLD. However, we do not forbid applications, and will take no action in respect of registrations that do not comply with the SLD Charters. ...".
Recognising the potential for a MRDA challenge, I am genuinely enthusiastic about using .org.uk names for (potentially-monetised) geodomains and domains related to professions, sports, hobbies and the like. Beyond that (eg 99inch3dfreeviewtvwith7dayschedule.org.uk), I think it becomes a personal commercial decision since there is clearly no formal prohibition by Nominet under Rule 4.4.
