I use a Mac, and so Freeway Pro has always been mu top choice for designing and getting small mini-sites up and running.

My friend has been dabbling in Dreamweaver, but could do with a simpler, more friendly web design application. Has anyone got any tips?

If its very basic sites, such as content and images, why not build a simple optimised template and insert your content into the code manually. That way you don't have to use an editor at all.
 
You're going to struggle finding anything more user-friendly than Dreamweaver.

Only thing I can think of is just installing WordPress or another CMS and using a premade theme, or as a very last resort, generic web builder software.
