What, exactly, does the IPS in 'IPS tag' stand for?

Philip.

The true meaning of IPS Tag was created and lost with Nominet UK's predecesor the Naming Commitee, however it is widely accepted that it probably stands for "Internet Provider Security" Tag.

Anyone else know any different?

Thats what google says so good enough for me ;)

Could have been a typo... ISP Tag...

It was indeed a typo!

After it was noted, it was left as IPS.

I don't believe that the ad hoc committee would have introducted such an obvious typo. I had forgotten about the Google definitions search tool though, Internet Provider Security Tag sounds very likely!
