The IDN Sub-committee met in London on 18th December. Following lengthy debate we unanimously agreed a compromise based on the introduction of IDN over two phased sunrise periods, as follows.......

What does non-welsh diacritical variants mean?

Is that like non-english, non-gaelic, non-urdu, non-arabic? :D
 
Although I am no linguistic expert, I believe the following letters are examples of diacritical variants not found in the Welsh language Ç Ĺ Ļ .

Diacritical variants found in the Welsh language cover the variants used in Gaelic, so there was no need to make a separate policy statement for Gaelic.

I hope this clarifies things.

9. Feedback from the IDN subcommittee
Eric Ramage introduced the formal recommendations from the IDN subcommittee and mentioned that Clive Feather had circulated another paper to the PAB mailing list covering the technical issues which the subcommittee had been unable to agree on. Clive Feather explained his paper was not the meeting report, but offered background for those who were interested.

Resolution

The PAB resolved to accept the recommendations set out in the report of the IDN subcommittee.
