Re-use or Not

Guys,

I have a site which has been hit by the recent Panda/Penguin update and now I want to move on to a new domain.

The site has a lot of great content but I feel that is has been hit by dodgy links.

What to do?

Do a straight 301, with a new theme?
404 the old domain and move the posts to my new domain?

I had a site do this with Panda 9 months back and it dropped from page one to page six. It'd been hit due to some short articles and some dodgy backlinks but I knew the content as a whole was good.

I registered a new domain, went through all my articles and in some cases combined some content to create better, longer articles, and then I 301'd each article to the new ones on my new domain. I also changed the theme and improved the menu structure.

This new one ranked back up to the top of page one within a couple of months.

Although my initial site got smashed, some of the articles still ranked ok and so boosted traffic to the new site.
