Targeting certain location twitter accounts

Does anyone have any knowledge on how to target certain areas for example Liverpool and find all the companies with twitter accounts.
 
I used to use TweetAdder to do this. Been a while since I used it, so not sure if it still offers the same.
It was great for pulling a list, and then manually checking, as it pulls in a mixed bag with 'Liverpool' or where ever as the location, business, personal, parody etc.

EDIT TO ADD: Was just playing with it, and realised you don't need to spoof location, as just clicking the location allows you to bring up a city list :)
