When we made the recent changes to registrant online services, unfortunately one unintended side-effect was that the ability for registrars to pay for registrant transfers using unallocated funds stopped working. Whilst few registrars used this functionality, it was not something we wanted to discontinue. This has been logged with the developers to reintroduce, however I can't give you any definite timescales, as they need to ensure that setting the facility back up again doesn't cause any other outages or errors.
