Which Affiliate companys will accept products for them to promote etc for a %

My friend sells , Replacement car number plates , is there affliiate programs he can sign up to , for them to sell / promote his product via say a product discount code or similar / banner ad's etc......if so does anyone know where would be best to start and which company / website would be likely to take his product .

he can offer discount codes or i would cookies prove a sale for the affiliate company ?

I didn't think it was legal to get plates online anymore? Because of all the people misusing 'show plates'
