For hosting you can always go with WebHost UK , Regarding dedicated or Cloud it really depends on your requirement , what exactly your site requires.
We're leaving Rackspace having been with them for 8 years. Their prices and quality of service have both been going in the wrong direction for two years plus.
I no longer recommend them and would no longer consider them for any new servers.

The new Windows 2012 R2 Next Generation Cloud servers are about 25% cheaper than before, so for a 2GB RAM 'server' we're paying around £50 a month. I know you can get it cheaper - like £25 or 30 for similar - but it's the whole management and support package, their infrastructure etc. not just the actual hosting.
Based on our experience - there's no where that beats that - but unfortunately, the only way to truly find out is when you have a crisis! With a huge amount of reliance to keep our sites live, I'd rather not for the sake of what is a very minor amount of money.
To put into context -up until 2010 we were paying around £3000 a month to Rackspace for dedicated, RAID and load balanced servers with back ups - we've saved around 80% on that figure and have more servers of a far higher spec.
